FinnRef network monitors how Galileo performs

A new international research project ‘Support for the Galileo Reference Centre’ contributes to the monitoring of the EU’s satellite positioning and navigation system Galileo.

EU member states do their own independent system performance monitoring activity and report the results to the Galileo Reference Centre (GRC). GRC’s primary mission is to provide an independent means for monitoring and evaluating the performance of the Galileo services and quality of the signals in space.  

The project ensures access to a range of facilities and expertise at the member state level for Galileo service performance monitoring. It enhances the performance of the GRC and promotes long-term cooperation. The GRC combines the data and products for reports, assessments and investigations, including the quarterly Public performance reports on the Galileo Initial Open Service.

The Netherlands Aerospace Centre (NLR) coordinates the project. Other partners are the Netherlands Institute for Radio Astronomy (ASTRON), Chalmers University of Technology from Sweden (Chalmers), and Finnish Geospatial Research Institute (FGI) of the National Land Survey of Finland.

‘We at the FGI participate directly to three main objectives. We provide hourly and daily observation data from 20 state-of-the-art GNSS FinnRef sensor stations. In addition, we generate monthly performance reports that include several key performance indicators in the ranging, timing and positioning domains.’ says Senior Research Scientist Octavian Andrei from the FGI expert team.

FinnRef network includes state-of-the-art multi-constellation sensor stations distributed around Finland. These stations are capable of tracking multiple satellite signals on multiple L-band frequencies from more than 100 GNSS satellites. FinnRef is one of the first national networks fully tracking Galileo.

FGI expert team is also available for consultation, including support on performance-related issues for the Galileo Reference Centre.

Just like FGI, NLR and Chalmers contribute with input from their national GNSS networks. ASTRON conducts several signal-in-space monitoring campaigns using a radio telescope. NLR will also provide data from their moving laboratory aircraft.

The project started in February 2020 and will end in August 2021. It is carried out with the second grant implementing the Framework Partnership Agreement GSA/GRANT/04/2016. The project is funded by the European Union and the European GNSS Agency (GSA).
