Activation of the interface service requires the following:
• Permit to use the data (KHR Act, Act on the Property Purchase Price Register 552/1980). The permit to use the data is granted with an application. A permit may be granted if the data is needed to determine the value of a property for expropriation proceedings, land-use planning, taxation, the granting of loans, the maintenance of national security, and other evaluation and research tasks. The permit cannot be granted based on direct marketing or similar activities. A large number of public authorities will have access to the service without the permit procedure.
• Agreement with the National Land Survey of Finland on the use of the interface service. The agreements are formal and are valid until further notice.
• Activation of the Suomi.fi Data Exchange Layer
Data Exchange Layer
Use of the property transaction query service (OGC API Features) requires the activation of the Suomi.fi Data Exchange Layer. Read more about the Data Exchange Layer and how to activate it. Please note that your organisation must first join the Data Exchange Layer test environment before transitioning to the production environment.
Take account of data security and data protection requirements
The permit and the agreement expect compliance with data security and data protection requirements. In the data security appendix, we ask how the following, for example, are handled in your organisation in respect to this service:
• processing of personal data,
• user and access management, and
• logging of data queries in the purchase price register.
User management
A client organisation must set up user management for the users of this data. User access to classified information must be kept up to date. Access may only be granted to individuals whose work requires access to confidential property transaction information. Access must be revoked when the employment relationship ends, or when job duties change, for example.
Logging of data use
The organisation must organise the logging of data queries and the storage of said log data. The log data must show who has queried data, which data has been queried, and when the query was made.
In addition, the client application must transmit an identifier to the National Land Survey of Finland that identifies the end user (natural person or robot) with each API query.
Brief overview of the activation phases
1. Read the service description of the Property Transaction Query Service (OGC API Features).
2. Read the descriptions of the Suomi.fi Data Exchange Layer and find out if your organisation is already a user, and if not, how to join it.
3. Contact the National Land Survey of Finland’s online service customer support at verkkopalvelut@maanmittauslaitos.fi. In your message, include:
• what kind of service you are planning,
• what your intended use for the production service data is, and
• who will use the data.
4. Customer support will provide you an application form and the data security appendix, which you must complete.
5. Wait for your application to be processed. We will request additional information if necessary.
6. After a positive permit decision, we will send you the interface service agreement and request the information about the interface server via secure mail. Read and sign the agreement and submit the requested information about your organisation's interface server to connect to the Data Exchange Layer.
7. After the agreement has been concluded, you will receive a user ID (service ID) and password for the interface service. Save the username and password combination in your application so that it is not accessible to the end user.
