To-do list for the buyer of a property

You can buy the entire property, a defined area of the property, or a share of the property (for example, 1/3).

Before the Property Transaction

  • Always check the property's certificate of deed, certificate of encumbrances, and cadastral register extract. Request certificates from the seller or purchase them from our online service. Learn more about how to order paid certificates. Certificates should be as recent as possible.
  • If there are mortgages on the property, agree with the seller to amortize or transfer them to you or your bank. Learn more about changing mortgages. Record what you have agreed in the deed of sale.
  • You can get information about building permits, zoning and building rights from the municipality’s building control.
  • You can check the prices of property transactions in the National Land Survey of Finland’s purchase price register. You can compare them to the property you're about to purchase. For information about individual property transactions, contact our customer service.

In the case of a property transaction

After the Property Transaction

  • Submit a transfer tax form and pay the transfer tax in the Finnish Tax Administration’s MyTax service. You must pay the transfer tax before applying for the registration of your ownership.
  • Apply to register your ownership of the property as soon as possible. If you have taken a loan from a bank for a property transaction, the bank will usually register your ownership on your behalf.
  • You can find out which attachments you need in our service assistant.
  • You can supplement your application in our online service (in Finnish and in Swedish).
  • If you have purchased a specified area, i.e. a parcel, from the property, the parcelling of the area into a separate property will begin once your ownership is registered. You don't need to apply for the area to be parcelled separately.
  • If you want to use your property as collateral for a loan, apply for a mortgage in the Property Transaction Service

The Building and Dwelling Register (BDR) is maintained by the Digital and Population Data Services Agency. The BDR is controlled by the Digital and Population Data Services Agency in cooperation with the municipal building services authorities.
