This accessibility statement applies to the website for the management of system permissions of the Residential and Commercial Property Information System. Specialists from the National Land Survey of Finland (NLS) have assessed the website’s compliance with accessibility requirements. This statement has been updated on 4 July 2025.
Accessibility requirements are largely fulfilled
The accessibility of the website was assessed on 20 May 2025. It was found during the assessment that the website largely fulfils accessibility requirements and that there are no critical accessibility flaws.
The accessibility issues discovered during the review are listed below. The findings are based on Web Content Accessibility Guidelines (WCAG) 2.2. The number and link provided after each finding indicates which WCAG section is not yet fulfilled at the website.
Significant perceptibility issues
- The service does not fully work in the mobile view. Some of the pop-up windows do not scale to a narrow screen, and increasing the spacing of text further complicates the situation. WCAG 1.4.10, WCAG 1.4.12
Moderate and minor issues in perceivability
- On some pages, the first paragraph of the text is marked as a subheading. WCAG 1.3.1
- Turquoise colour is used in the links, in the table of contents of the terms of use and in the text of the role change button. Its contrast with the background is not sufficient. WCAG 1.4.3
- The service does not fully work in the mobile view. The word “isännöintijärjestelmä” (“hosting system”) is truncated more or less. The data in the tables on the Permission Information page can only be viewed by scrolling the entire page horizontally if the view is vertical. WCAG 1.4.10
- The heading of Chapter 5 of the Terms of Use is at the wrong level in relation to the surrounding headings. WCAG 1.3.1
- Some links have been implemented as buttons, for example “Back to permissions management” on the Permission Information page. WCAG 1.3.1
- The terms of use are acknowledged as read by checking a checkbox. There is insufficient contrast in the presentation of the checked checkbox. WCAG 1.4.11
Significant operability issues
- The page displayed after a permission is granted redirects after five seconds. The user does not have the possibility to stop the redirection or extend the time. WCAG 2.2.1
- If the service has not been used for half an hour, the user is informed that the session will end. The user does not have the option to continue the session. However, logout only occurs when the user chooses the logout button. WCAG 2.2.1
Moderate issues in operability
- The page title is the same on all pages of the service. WCAG 2.4.2
- When the terms of use are scrolled with a keyboard in the mobile view while applying for a permission, the focus is sometimes hidden behind the button bar at the bottom. The problem occurs especially in the horizontal view. WCAG 2.4.11
Significant robustness issues
- Two tabs are used in permission information. Assistive technologies are told which tab is selected. However, when switching to the Terms of Use tab, the information is not updated. WCAG 4.1.2
- After the permission has been granted, a page is displayed stating that the action was successful. A screen reader does not read the page automatically, and there is a redirection out of the service after five seconds. The user of a screen reader may therefore miss the information completely. WCAG 4.1.3
Moderate and minor issues in robustness
- On the permission management side, there is a side menu with two items. Assistive technologies are told what the current page is. When the user proceeds to view the permission information, they drop out of the menu and are no longer on either page. WCAG 4.1.2
- Notifications of successful actions do not automatically reach a screen reader, and not always a user who would be able to see them. The user must actively study the page content to receive the information. WCAG 4.1.3
Website correction plan
The issues discovered in the website will be corrected as soon as possible, by 31 December 2025 at the latest.
