In 2026, you will receive a digital mailbox when you identify in a public authority’s electronic service

Starting next year, paper mail from the authorities will gradually be replaced by electronic messages that will be sent to your electronic Suomi.fi mailbox. In 2026 and beyond, when you identify yourself in the e-service of the National Land Survey or any other authority, you will receive an electronic mailbox in Suomi.fi Messages, which you can access using the Suomi.fi app, for example.

Suomi.fi Messages will gradually replace paper mail from the authorities: for example, you will no longer receive invoices in the post. The aim of the change is to encourage people to receive primarily electronic official mail. Using Suomi.fi Messages saves time, both for members of the public and the authorities’ time, as messages can be quickly and reliably delivered to the correct recipient at the right location. 

The easiest way to make sure that you are notified of important official messages is to download the Suomi.fi app on your mobile phone, which will allows you to receive notifications about messages directly on your phone. You can also read the messages in the app. If you haven't downloaded the app, you'll receive email notifications.

How does this change the way I use the National Land Survey’s services?

Messages from the National Land Survey will be transitioned to Suomi.fi Messages in stages. 

Currently 

From February 2026

  • If you have activated Suomi.fi Messages, you will receive information about documents relating to your land survey via Suomi.fi Messages. Notifications about new messages will arrive in the Suomi.fi application or in your email address. Once you have received the notification, you can find the documents in our online service.

From March 2026

Properties

  • If you have activated Suomi.fi Messages, you will receive notifications about approved decisions and requests for additional information related to your property in Suomi.fi Messages. You will receive notifications about new messages in the Suomi.fi app or by email. Once you have received the notification, you can find the documents in our online service.
  • For negative decisions related to property, we do not currently use Suomi.fi messages. Instead, we will inform you with an email notification (to the address you provided in the application) or by post.

Apartments

  • If you have activated Suomi.fi Messages, you will receive notifications about approved decisions related to your apartment in Suomi.fi Messages. You will receive notifications about new messages in the Suomi.fi app or by email. Once you have received the notification, you can find the documents in our online service.
  • You will receive messages about requests for additional information and negative decisions related to your apartment directly to the email address you provided in your application or by post. For now, we will not be using Suomi.fi Messages for requests for additional information of negative resolutions.

The National Land Survey will not accept messages from private customers via Suomi.fi Messages for now. If you want to contact the National Land Survey, please contact us primarily via our online form, email or phone. 

If you have a non-disclosure entry, the National Land Survey will send you information on land surveying proceedings or your apartment or property to a secure postal address. Invoices will be delivered either as an e-invoice or by post.

How will Suomi.fi Messages active in 2026, and for whom?

  • Suomi.fi Messages will activate if you are an adult and haven’t yet activated Suomi.fi Messages.
  • You will be told about Suomi.fi Messages when you authenticate to a public administration e-service through Suomi.fi e-Authorizations.
  • When you activate the service, please provide your email address and confirm it within an hour. This way, you will receive an email notification every time you get a new message in Suomi.fi Messages. Please note that you must enter the email address separately. The Suomi.fi Service does not automatically receive your email address from, for example, the Population Information System or the National Land Survey's online service.
  • After you receive an email notification, you can proceed to authenticate normally and proceed to the e-service you were heading for.
  • Keep in mind that if you are acting on behalf of an organisation or another person, Suomi.fi Messages will be activated for you – not the person or organisation on whose behalf you will be acting.

If you never use the public administration’s e-services while strongly authenticated, you will continue to receive official mail in the post. 

Furthermore, this change does not apply to minors or persons under guardianship or who have a valid power of attorney. 

How do I read my Suomi.fi Messages inbox? 

  • The easiest way to make sure that you are notified of important messages from the authorities is to download the Suomi.fi app to your phone.
  • You can read the public authorities’ messages in Suomi.fi Messages in the Suomi.fi app or by logging in to the Suomi.fi Web Service and opening "Messages".
  • You identify in the Suomi.fi Web Service with online banking codes, a mobile certificate, or the electronic certificate on your identity card.
  • You will receive an email notification about new messages in Suomi.fi Messages in the address you provide.

How do I check that my email address is correct on Suomi.fi?

  • Log in to Suomi.fi
  • Go to the Messages tab
  • Go to Settings to edit your email address.

What if I want to keep receiving official messages as paper mail?

Transition to digital official mail does not mean that no one can receive official paper mail.

  • Suomi.fi Messages will not activate for you if you refrain from using official e-services. This way, you will continue to receive official messages as paper mail.
  • This change does not apply to minors or persons under guardianship.
  • Neither will all official mail be digital, as some public authorities may use other digital channels for electronic communication. Each organisation’s service will make a note of them. 

If you do not want to receive official mail in Suomi.fi Messages, you can opt out of digital messages and return to receiving paper mail in the service settings or by contacting the Digital and Population Data Services Agency’s customer service. You can only make this change after the Suomi.fi Messages have been activated in 2026, not in advance.

This option will remain active for six months at a time. If, after six months have passed, you identify again in a public authority’s e-service, Suomi.fi Messages will re-activate.

If you are using the Suomi.fi mobile application, please remember that 

  • simply uninstalling the application does not deactivate Suomi.fi Messages,
  • you must always deactivate the service in the Suomi.fi Messages settings. 

If you wish, you can always re-activate Suomi.fi Messages by downloading the Suomi.fi mobile application or activating the service at suomi.fi/messages.
