Further development of the Residential and Commercial Property Information System

The further development of the Residential and Commercial Property Information System is a national project that aims to expand the data content of the property information system to meet the data needs of housing companies, shareholders and data users. The project will improve the availability, usability and compatibility of key administrative data on housing companies.

Background, responsibilities and funding of the project

The Ministry of Agriculture and Forestry initiated the further development of the Residential and Commercial Property Information System project on 23 September 2021. The total duration of the project is 27 September 2021–31 December 2026. The Ministry is responsible for the overall steering and monitoring of the project, as well as for legislation concerning the property information system.

Practical implementation is the responsibility of the National Land Survey of Finland in the programme, whose term of office is from 8 October 2021 to 30 June 2026. The task of the programme is to implement the changes required by legislation, which includes the preparation of the necessary data specifications, the technical implementation of the extension of the property information system and the implementation of new services.

The further development project of the property information system is included as a digitalisation project in Finland's sustainable growth programme. The project is funded by the EU Recovery and Resilience Facility (RRF). RRF funding is aimed at improving the availability of administrative data on housing companies.  

Project results

As a result of the National Land Survey's programme, the property information system has been expanded as required by legislation to include housing companies' maintenance and alteration work records, as well as loan and service charge information. The programme included the implementation of data maintenance interfaces and web services for data providers. In addition, capabilities were implemented to offer the property information system’s data products to data users via API-based services. Shareholders were given the opportunity to view their own apartment data in the National Land Survey's electronic service.
