Significant issues in perceivability

Correction plan for the website

Correction schedule: A new version of the Public Purchase Witness Directory entered in production on 11 September 2020. Section 4.3.1 will not be corrected, because the changes provided by the website supplier based on Vue Material are farther from the 2017 style guide with regard to the user experience. The NLS does not use Vue Material builds in other applications.
