Controlling real property in support of security of supply (KIINTOVA)

Capturing territories in a foreign country to advance national interests is one form of hybrid warfare.  Often countries, Finland included, aim to prevent this kind of attempts by monitoring the real property transactions close to sites of strategic importance. Monitoring the changes in direct ownership to real property provides, however, only a limited view on the possible security threats related to land and real properties. This project is set to assess what other forms of exercise of power by a foreign country through land and real properties exist, and what kind of implications this wider outlook on controlling real property in support of security of supply has for the legislation and public data infrastructure in Finland.
