The data balance sheet highlights automated decision making, or more formally, the automated resolution procedure. At the NLS, automated decisions have already been made for several years in the registration of properties. When confirming mortgaging or transferring an electronic mortgage deed through the Property Transaction Service, decisions can have been received in only a few seconds. In 2024, 185,700 mortgage cases in total were resolved, 64 per cent of which could be resolved automatically without any human involvement.
In 2024, the NLS ensured that the automated resolution procedures used meet the requirements laid down in the new legislation. In addition, an operating model was created for the development and deployment of automated resolution procedures. Information about automated decision making was added to the NLS website and the Property Transaction Service.

The NLS is responsible for the management and maintenance of a broad range of property, apartment, map, geospatial and research data. The data balance sheet describes these datasets in more detail and presents their use and significance in society.
The data balance sheet has been written using generally understandable language, and it is intended for the NLS’s customers, stakeholders and employees alike. It is part of the NLS’s document publicity description which fulfils the openness principle and helps customers place data requests. In addition, it supports the obligation to demonstrate compliance as set out in the EU General Data Protection Regulation (GDPR). In other words, the NLS also uses the data balance sheet to demonstrate that it complies with the GDPR’s principles in the processing of personal data.
