In the autumn, the National Land Survey of Finland, the municipalities that maintain the cadastral register and the Association of Finnish Cities and Municipalities completed a planning programme aimed at ensuring the prerequisites for the reform by determining the main goals and reform needs of the property information operations as a whole and describing the current status.
The programme defined top-level goals that will support the realisation of new, better shared and more up-to-date property information operations. The planning made the activities of the National Land Survey of Finland, the municipalities and the cooperation partners more transparent.
View of current status created through extensive cooperation
A comprehensive view of the current status of land management as a whole was prepared at the beginning of the programme. The survey was realised through surveys, interviews and discussions with different stakeholders, such as the municipalities that maintain the cadastral register, information providers and users of the information.
Terminology was simultaneously reviewed, and several areas for improvement were identified. Development of the glossary was postponed to the agenda of the next phase.
Future guidelines defined based on the target state
Based on the current status, the National Land Survey of Finland, the municipalities that maintain the cadastral register and the Association of Finnish Cities and Municipalities prepared a joint vision for the future of the property information operations. The definition of the target state focused particularly on improving productivity, data transfer and interoperability.
The key aspect of the definition was achieving a controlled transition to a shared system with a single common databank, common data service products and a maintenance application serving property information operations as a whole.
In cooperation, the National Land Survey of Finland, the municipalities and the Association of Finnish Cities and municipalities identified ten key goals and described them in more detail. In addition, future drivers of change were identified in cooperation with the stakeholders. These must be taken into account during the reform. The result of this work is a thirteen-point vision for the future.
Looking toward the 2030s and continuous development
The programme identified that the most significant changes involving the property information operations that are visible to customers, stakeholders and users will take place in the 2030s. However, the reform must be started immediately with the integration of databanks, which will create an important foundation for the next phases of the programme. This will improve the manageability of the reform and significantly reduce the key risks associated with it. The reform will require close cooperation between the stakeholders, major legislative amendments, technological development and the anticipation of societal change needs.
The work to reform the property information operations will continue towards practical implementation.
