This accessibility statement applies to the appointment reservation service of the customer service of the National Land Survey of Finland (NLS). The National Land Survey of Finland’s (NLS) specialists have assessed the website’s compliance with accessibility requirements. The statement was revised on 9 June 2025.
The online service is not yet fully compliant with accessibility requirements
The accessibility of the online service was assessed on 30 May 2024. The assessment found that the service does not meet all the accessibility requirements.
The accessibility issues discovered during the review are listed below. The findings are based on Web Content Accessibility Guidelines (WCAG) 2.2. The number and link provided after each finding indicates which WCAG section is not yet fulfilled at the website.
Significant issues in perceivability
- Date numbers on the calendar are not distinguishable from the background to a sufficient degree. Additionally, the contrast of the number of the selected date is not sufficient, when selections are made with a keyboard. WCAG 1.4.3
- Form fields are not sufficiently distinguishable from the background and placeholders are indistinguishable from user inputs. This may make it difficult for some users to perceive the form fields. Additionally, some buttons are not sufficiently distinct. Form fields and most buttons do not have outer edges. WCAG 1.4.11
Moderate and minor issues in perceivability
- Texts that are not semantically titles have been marked as titles. The title hierarchy skips levels on some pages. WCAG 1.3.1
- The time selector does not include proper, programmatic grouping. WCAG 1.3.1
- In the user information, the first and last name fields are defined as text instead of name, while other contact data fields have more usable types, such as email and telephone. WCAG 1.3.5
- Not all notification and drop-down menu text are properly spaced. WCAG 1.4.12
- Not every logo has alt text. Existing alt text is the same as the page title. WCAG 1.1.1
Significant issues in robustness and operability
- The buttons to close some windows do not have names nor are they selectable with a keyboard. WCAG 2.1.1 and WCAG 4.1.2
Moderate issues in operability
- Every page has the same tab title, which is not descriptive. WCAG 2.4.2
- On the appointment re-booking page, the keyboard focus moves backwards when closing the additional information window for the service. WCAG 2.4.3
- The screen reader does not always read the content in order. For instance, the window buttons are read in a random order. WCAG 2.4.3
- Keyboard focus is often given to elements with no functionality. Sometimes, the focus is visible and at other times, it is not. Some of the elements would not be visually displayed without focus. WCAG 2.4.7 and WCAG 3.2
Significant issues in understandability
- Upon selecting a time on the reservation form with a screen reader active, the system jumps to check the first and last name inputs, which the user has not been able to enter yet. WCAG 3.2.2
- Upon selecting a new time with the re-booking form, a window opens with the information of the old appointment. WCAG 3.2.2
- When making an appointment, incomplete fields are not unambiguously identified in the error message. WCAG 3.3.1
Moderate and minor issues in terms of understandability
- There are deficiencies in indicating which inputs and choices are required. Two different methods are used to indicate this, and the * symbol is not explained in text form. WCAG 3.3.2
- Reservation data can be viewed in a separate window. Two separate icons to open the window are used interchangeably in the same location. WCAG 3.2.4
- The reservation and re-booking forms use icons alongside subheadings for sighted users. The same icon is used in two different contexts. WCAG 3.2.4
- Some input fields use the field name as a placeholder, other placeholder texts are a prompt to type in the information. WCAG 3.2.4
Correction plan for the website
The aforementioned issues discovered in the appointment reservation form will be corrected as soon as possible, by 31 December 2025 at the latest. Some of the issues require changes by the service provider.
