Privacy policy: Personal data in the cadastral register and during cadastral procedures

Why is personal data processed?

The National Land Survey of Finland (NLS) processes personal data for the purpose of maintaining the data in the cadastral register, in connection with cadastral procedures and when making decisions as the controller of the cadastral register.

What is the basis for the processing of personal data?

The NLS processes personal data to comply with its legal obligations or to perform its duties in the public interest.

Whose personal data is processed?

The NLS processes the data of the following individuals during cadastral procedures:  

  • Persons who have applied for a cadastral procedure, and the owners and holders of properties (such as tenants)
  • Other parties to a cadastral procedure, such as the owners of neighbouring properties, the holders of rights, contact persons for private road associations, contact persons for associations for joint-use areas and contact persons for associations for shore areas
  • Names and personal identity codes of the original transferors and transferees of parcels
  • Persons acting as trustees and executing officials 

What personal data is processed? 

  • Names
  • Personal identity codes
  • Contact details (address, email and telephone number)
  • Bank account details (if compensation is paid)

Is automated decision-making or profiling used?

The processing of personal data does not involve any automated decision-making or profiling. 

How long is the personal data retained?

Documents and data pertaining to cadastral procedures are retained permanently, for a fixed period of six years or until the end of the cadastral procedure. The retention period for cadastral procedure data depends on the data or document. You may contact the registry (kirjaamo@maanmittauslaitos.fi) if you wish to know the retention period of a specific piece of data or document. 

The personal data in the cadastral register is retained permanently. 

Where does the personal data come from?  

The NLS receives data in the following ways: 

  • From property transfers  
  • From cadastral procedure applications and other documents
  • From the Population Information System
  • From associations for joint-use areas and road associations
  • From the Finnish Tax Administration (information about death estates)
  • From municipalities (information about trustees)
  • From the register of forests in joint ownership (Yhteismetsärekisteri) maintained by the Finnish Forest Centre

To whom is personal data disclosed?

Documents and data related to cadastral procedures are public unless ordered to be non-disclosable. The NLS discloses personal data and documents containing personal data related to cadastral procedures to parties requesting them under the Act on the Openness of Government Activities or another Act.  

Documents and data related to cadastral procedures are not otherwise part of the cadastral register, but information about the original transferors and transferees of parcels are entered in the cadastral register. The cadastral register is part of the Land Information System. Data from the Land Information System is disclosed in the form of extracts, certificates and other printouts via the NLS e-service, the Land Information Service and the technical interface.  

Through the technical interface, the NLS may disclose personal data from the Land Information System to:  

  • The judicial administration
  • Regional State Administrative Agencies   
  • Centres for Economic Development, Transport and the Environment   
  • Municipalities   
  • Finnish Tax Administration   
  • Security authorities such as the Finnish Defence Forces and the police   
  • Digital and Population Data Services Agency   
  • Metsähallitus   
  • Public purchase witnesses
  • Senate Properties  

Furthermore, the NLS may disclose personal data from the Land Information System based on a separate licence via the technical interface to a party who needs the data for the purposes of urban planning, real estate brokerage, property appraisal, the granting and monitoring of credit, or other comparable purposes related to properties or ensuring national security.

Personal data is not transferred outside the EU or EEA.  

What are your rights in relation to the processing of your personal data?

You have the right to be informed whether the NLS is processing your personal data and if so, which data. You may submit a request to view your personal data using our form or submit a free-form request.

If you would like to receive information about your property, parcel or leasehold, you can use the NLS’s e-service (in Finnish or Swedish). The e-service provides access to basic property information and information about pending cadastral procedures.

You have the right to request that the NLS rectifies any inaccurate personal data without undue delay. You may submit a request for rectification using our form or submit a free-form request. 

Right to lodge a complaint with the Data Protection Ombudsman

You have the right to lodge a complaint with the Data Protection Ombudsman if you are of the opinion that the NLS has violated legislation on the processing of personal data.
