EUR 257 million IT framework agreement coordinated by National Land Survey of Finland completed

This spring, the administrative branch of the Ministry of Agriculture and Forestry conducted a bidding process for the procurement of IT expert services. The National Land Survey of Finland coordinated this tendering process, and the procurement decision was published on 25 June 2026. The total scope of the procurement is estimated at a maximum of EUR 257,250,000. The framework agreement does not include a purchase obligation.

The recently completed joint procurement includes IT expert tasks related to the development and maintenance of information systems, applications, and platforms, as well as expert tasks related to cloud services, architecture, and quality assurance.

In addition to the National Land Survey of Finland, the Ministry of Agriculture and Forestry and its subordinate agencies, the Food Safety Authority and the Natural Resources Institute, are also involved in the joint procurement. 

Joint procurement to support IT development and ensure continuity

The objective of the joint procurement was to acquire expertise for the ministry and the agencies to support the development of IT services and ensure continuity. 

“The National Land Survey of Finland is one of Finland’s authorities that maintain a basic register and an internationally respected research institute. We are responsible for a comprehensive and socially impactful set of IT solutions, which means finding suitable partners was of utmost importance,” says Virva Autio, CIO at the National Land Survey of Finland. 

There were 27 suppliers that were selected for the tendering phase. All suppliers that received an invitation to tender also submitted tenders.

“We ensure a functional society by maintaining up-to-date information on, in particular, Finnish land and property ownership, as well as spatial data. At the same time, we are also laying a foundation and creating new opportunities for many other operators, whose applications use our data,” says Autio. 

“Participating in the administrative branch’s joint framework agreement has helped us to choose suitable partners for producing reliable and secure digital services,” Autio continues. 

The framework agreement period lasts four years. The total scope of the procurement is estimated at EUR 257,250,000.

The procurement was divided into six different areas
•    Application development and maintenance — total scope EUR 141,000,000
•    Cloud computing EUR 5,350,000
•    Quality management EUR 24,250,000
•    IT expert services EUR 40,850,000
•    IT management expert services EUR 2,650,000
•    IT service procurement EUR 43,150,000.

The estimated total value of the procurement for the National Land Survey of Finland during the agreement period is EUR 72,600,000.
